I suspect that this is not so much played like a solo, but more a reflection of Tony’s guitar style for the song, he is playing the chords, but he is improvising a bit, so he is adding some arpeggios, palm mutes, and a few variations of the chord structures, this is actually very common on almost every song on Out of The Vein. Beyond the recording process, I think it has much to do with the sound of the album. So many tones and textures mixing together creates a big sound!
